I. DECLARATIONS

  • The citizens of the United States of America hereby adopt this Constitution[1]
  • The United States of America is a republic where public officials, either elected by the citizens or duly appointed, have limited powers. 
  • The United States of America is one nation with three levels of government: federal, state or territory, and local. 
  • The federal government is divided into four branches: Legislative, Executive, Judicial, and Electoral.

[1] Constitution-21 is a plan for a national government with a federal structure and is not a compact of “Sovereign States”.  The states are assigned important functions; under this plan they have more specific authority and responsibility than under the current Constitution as modified by court decisions over the years.
