X.  CITIZENSHIP

A.  Qualifications

All persons born in the United States are citizens of the United States.  Laws will define how aliens may become naturalized citizens and thereafter equal in all respects to those born in the United States.  The federal government will provide educational assistance to aliens aspiring to become citizens.


B.  Language

1.  The language of the United States is English.  No alien may become a citizen without a working knowledge of English. 

2.  All federal, state, and local governmental units will conduct the business of government in English.  Courts will provide translations to persons not fluent in English.  Governmental units may, without obligation, offer duplicate services in a language in common local use. 


C.  Native Americans[1]

1.  All treaties with Indian Tribes are herewith abrogated.  Native Americans are citizens with all attendant rights, privileges, and obligations, including liability to pay federal, state, and local taxes. 

2.  Federal laws will define Tribal Corporations which will take title to reservation lands and other properties thereon.

3.  Tribal Corporations will be local governmental units within the states or territories where public services and facilities will adhere to state and federal standards. 

4.  Tribal Corporations will have special authority to permit and prohibit classes of commercial activity[2], to sponsor public events, and to teach Native American languages, ceremonies, and traditions. 

5.  Laws will define the beneficial interests of members in the Tribal Corporation and the criteria for persons to be members.

[1] This Section ends the charade whereby Indian Tribes have some of the attributes of nations.  Native Americans function as citizens and should be defined as such; nevertheless the Tribes are owed some special privileges.  

[2] Commercial activity means alcohol and gambling.
