XII. AMENDMENTS

1.  An amendment to this Constitution may be proposed by a majority vote of either the House of Representatives or the Electoral College.  The proposal must then be approved by 65% of the Representatives, 65% of the Electoral College, 16 Senators, and the President.  It is then submitted to the states. 

2.  The proposed amendment is cancelled if rejected by majority vote of the legislatures of half of the states within one year of submission.  If not rejected by the states, the proposal is put to the voters in the next general election as a referendum and made part of the Constitution with the approval of 60% of the national vote and majority approval in 60% of the Representative Districts.
