XII. AMENDMENTS

1.  An Amendment to this Constitution may be proposed by a majority vote of either the House of Representatives or the Electoral College. 

2.  If the proposal is approved within one year by 65% of the members of the House of Representatives, 65% of those members of the Electoral College voting,16 Senators, and the President, it is submitted to the states. 

3.  If the proposal is approved within one year by majority vote of the legislatures of half of the states, it is put to the voters in the in the next general election as a referendum.

4.  If the referendum is approved by 60% of the national vote and by majority approval in 60% of the Representative Districts, the proposal becomes an Amendment to this Constitution.
